Years of Experience:

4-7 years of experience in the field or in a related area.

We are looking for a database/data warehouse developer with expertise in spatial data management to join the Information Technology Division's Roadway Network System (RNS) team.  RNS is a custom built app using Oracle, .NET and ESRI ArcGIS Server to inventory our roadway network and various "events" that tie to our roadways.  We use a sophisticated spatial model with a dual-centerline/carriageway approach to allow greater flexibility in data analaysis.


1.      Safety Analyst (SA) - Provide full support of this tool, which was developed jointly between Federal Highway Administration and state DOT's.  Responsibilities will include:

                a.     Develop data load set for the Safety Analyst tool including review of RNS data structure to merge VDOT's Dual-centerline roadway inventory model  into Safety Anaylst's single-centerline (link-node)  model. 
                b.     Review RNS data structure for assigning link AADT (traffic) volumes to a simple link-node schema and the logic/method to assign major and minor AADT values to intersection nodes needed by SA.
                c.     Develop a repeatable load process to be run annually for continued success of the tool.
                d.     Work with business users to develop data sets needed for roadway improvement projects.  This will include methods of locating projects using VDOT's Linear Referencing System.
                e.     Learn SA and assist with training district staff regarding the RNS data and using the different SA and RNS functionality.

   
2.  Develop  additional capabilities for the RNS-Crash Subsystem

                a.     Produce a one or two page summary report with the key crash data cross-tabulations and graphs/charts needed to support HSIP project development. The report would be customized for an intersection or spot analysis versus a route segment or area (polygon) analysis
                b.     Work with Data Warehouse staff to define data structures to support detailed and summary level reports on safety issues by compiling  Roadway inventory, traffic volume and crash data. 
                c.     Provide means to QA/QC crash report changes and track the particular types of changes.

3.   Update RNS-Railroad Xing Management System capabilities to new collection and reporting requirements

                a.     Develop methods for automatic update of RNS data from ARC Mobile field devices
                b.     Produce an annual report that conforms to the new Federal requirements
                c.     Provide ad hoc reporting functionality

 
4.  Assist in pulling data on an as-needed basis for engineers to load and analyze in SPSS and other statistical analysis tools.

 5.  Assist in preparing data sets to support other analysis needs and applications as required by our very fluid business environment.

Other issues bearing consideration:

                  .     It is critical the individual have experience in analyzing data against a Linear Referencing System.  VDOT is an ESRI customer, with a recent release of ArcGIS Server platform.
                  .     Will work in all phases of Business Intelligence lifecycle - requirements, data modeling, ETL, report writing along with training and end user support.
                  .     Strong PL/SQL skills will be necessary.
                  .     Will work with VDOT's GIS and Business Intelligence programs to ensure that efforts are consistent with agency standards.
                  .     Most of the data to be used reside in Oracle Databases.  VDOT uses IBM's Data Stage for ETL, Business Objects/Crystal Reports - along with some SQL Server Reporting Svcs. for reporting.  Experience with these tools is strongly desired.
                  .     Will work directly with end users, many of whom are very tech-savvy. Written and oral communications skills are a must.
                  .     Experience doing business process reengineering and data quality analysis required.
