Position Overview

The Executive office of Education has several new Business
Intelligence (BI) initiatives underway and has a need to ensure that
the applications are adhering to data standards and are fully
integrated between these systems and any gaps are identified. EOE is
seeking a seasoned BI Architect who will be reviewing, designing,
developing, and implementing BI structures for enterprise-level
applications and systems.   The candidate will translate business/
functional requirements into technology solutions, leverage knowledge
of current BI and software development methodologies to install and
build the applications. They will contribute to the design of Cognos
metadata and assist in formulating business requirements and mapping
source data to logical and physical designs. They will provide
coaching and mentoring of staff.


Under general supervision, the BI Architect shall provide strategic
level technical leadership for the BI Architecture and must be able to
perform hands on analysis and modeling.  He or she needs to be able to
understand the different standards in the Education domain CEDS, SIF,
IMS GLC, State Core model and provide guidance to technical staff,
project managers and ensure vendors adhere to the standards.  Through
the development of reliable and stable data models, master data
management, metadata management, and data quality assurance
initiatives, he or she will oversee the technical design of the BI
Architecture. He or she will implement data methodologies, standards,
and tools. In collaboration with other stakeholders, the BI Architect
shall define data interface standards for EOE systems to integrate
systems internally and externally.  Candidates in this job role will
have expertise in creating, integrating, and optimizing structured and/
or unstructured data using database products, technologies, and
methods. Typical examples of the deliverables are database designs,
information models (logical, physical, dimensional, etc.), data
migration plans, and data warehouses and data marts.



Responsibilities


Strategy & Planning

1.   Develop and deliver long-term strategic goals for the BI
Architecture vision and standards in conjunction with data users,
department managers, clients, and other key stakeholder.

2.   Assess and determine governance, stewardship, and frameworks for
managing data across the organization.

3.   Oversight of design implementation, providing assurance that key
requirements are preserved and those gaps are understood and
communicated to stakeholders as appropriate.

4.   Ensures design governance across projects, applications and
infrastructure.

5.   Create short-term tactical solutions to achieve long-term
objectives and an overall data management roadmap.

6.   Establish processes for governing the identification, collection,
and use of corporate metadata; take steps to assure metadata accuracy
and validity.

7.   Establish methods and procedures for tracking data quality,
completeness, redundancy, and improvement.



Acquisition & Development

1.   Ensure the success of enterprise-level application rollouts
(e.g., P20 data warehouse, SLI, Teaching and Learning, Common Core
Standards, PARCC etc.) from the BI Architecture, standards, and
quality perspective.

2.   Liaise with vendors and service providers to select the products
or services that best meet EOE goals from the BI Architecture,
standards, and quality perspective.


Operational Management

1.   Develop and promote BI data management methodologies, standards
and best practices.

2.   Oversee the mapping of data sources, data movement, interfaces,
and analytics, with the goal of ensuring data quality and rapid
delivery.

3.   Collaborate with project managers and business unit leaders for
all projects involving enterprise data.

4.   Act as a leader and advocate of data management, including
coaching, training, and career development to staff.

5.   Develop and implement key components as needed to create testing
criteria in order to guarantee the fidelity and performance of the BI
Architecture.

6.   Document the BI Architecture and environment in order to maintain
a current and accurate view of the larger data picture.

7.   Identify and develop opportunities for data reuse, migration, or
retirement.

8.   Develop integration process data flows and data mapping analyses.



Education and Experience Level


1.   Bachelor's Degree in Computer Science, Information Systems or
Business Administration.

2.   Five (5) plus years of work experience with BI Architecting, data
mining, large-scale data modeling, and business requirements gathering/
analysis.

3.   Two (2) or more years of data or information architecture
experience in a government organization.

4.   Three (3) plus years designing and developing with ROLAP/MOLAP/
OLAP Tools.

5.   Three (3) plus years designing and developing with Relational
Reporting Tools.

6.   Thorough understanding of BI / DW concepts, proficient in SQL,
data modeling Strong analytical and data validation skills.

7.   Strong technical and functional knowledge of Oracle 11g R2
Database, Oracle OLAP, and Cognos 10.

8.   Demonstrated ability to mentor, coach and develop all levels of
an organization on topics related to this space.

9.   Built large data marts that are scalable and finely tuned for
online interactive reporting.

10. Highly proficient in performance tuning of Query/Reports and
optimizations techniques (like Star-Query optimization).

11. Strong BI foundation and understanding of Dimensional Modeling and
OLAP, familiarity

12. Develop architecture solutions that maintain and communicate
Oracle / Cognos best practices and standards.

13. Create complex technical solutions and design utilizing BI
architecture and other technologies.

14. Experience with dimensional modeling and architecture experience
implementing proper data structures for analytical reporting from an
enterprise data warehouse.

15. Advance data architecture experience with normalized and de-
normalized data model structures.

16. Full life cycle experience implementing BI architecture and data
warehousing solutions.

17. Hands on experience in writing, executing and debugging SQL
queries to perform tuning and optimization of BI implementations

18. Strong understanding of relational, dimensional and object-
oriented data structures.

19. Experience with Oracle ODI, Oracle Profiling and data quality.

20. Understanding of Education Data Interoperability standards.

21. Proven project management experience.

22. Good knowledge of applicable data privacy practices and laws
(FERPA).


Preferred Experience


1. Experience with Oracle Exadata and RAC a plus.
