Job Descriprtion:
1.2 Background
Our client has two major information technology projects that will begin soon and is seeking a talented and motivated Project Manager to help guide the projects to success. The two projects are focused on implementing a new Direct Certification software system for the School Nutrition program and a new Identity Management infrastructure for the Agency. The Project Manager will be working with contracted vendors to perform the activities associated with both of these projects.
The Direct Certification Process Improvement Project is a federally funded grant from the US Department of Agriculture. The CLIENT has already selected a vendor to implement this improvement project and the Project Manager selected will represent the CLIENT while working with this vendor to complete the project.
The Identity Management project is also funded from a federal grant. The Project Manager selected will work with the CLIENT IT division to develop and RFP to select a vendor to design and implement an Identity Management solution for the CLIENT.
1.3 Objectives
The objectives of this engagement are:
- Become familiar with the CLIENT's Direct Certification processes and IT infrastructure.
- Gain a thorough understanding of the goals of the two projects.
- Develop an RFP with the IT division to select a vendor for implementing an Identity Management solution for the agency.
- Manage CLIENT's side of the implementation of the Direct Certification and Identity Management projects.
- Perform project management-related duties on smaller IT projects throughout the agency as time and availability permits.
Additional, the CLIENT is seeking a Project Manager with skills in:
- General Project Management
- Monitoring/Altering Project Schedule /Resources etc. as appropriate
- Meeting Management
- Process documentation and clarification
- Facilitation skills
- Current and future process gathering
- Visio or similar process flow documentation abilities
- Process detail documentation
- Confirmation with subject matter experts and stakeholders
- Requirements elicitation
- Facilitation skills
- Functional Requirements gathering
- Business Rules identification
- Detailed Requirements documented
- Confirmation with subject matter experts and stakeholders
- A general understanding of Information Technology projects
The approved contractors will be on-site at the CLIENT as needed by the project
5.0 Scope of Work
5.1 Deliverables
Specific deliverables for this project are:
- Status reports to CLIENT staff for both projects.
- Weekly status meetings with senior IT staff.
- Weekly project status meetings with vendors (more often as necessary).
- Assist the CLIENT IT staff in the development of an RFP for an Identity Management solution.
- Assist in the requirements gathering for both the Direct Certification and Identity Management projects.
- Schedule and facilitate meetings for these projects.
- Represent the CLIENT and interface with vendor project managers and teams.
- Identity management project to develop a project schedule and plan.
