Two positions we have for SME (Subject Matter Expert Consultants)

F2F Interview is mandatory for both of these positions.

 

001st position:

 

Job Title: Subject Matter Expert

Duration: 12+ Months Contract

Location: Maryland

 

Description:

Education: A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline. A Master's Degree is preferred. A Master's Degree in one of the above disciplines equals one year specialized and two years general experience.

 

General Experience: Must have seven (7) years of IT experience.

Specialized Experience:

At least five (5) years of combined new and related older technical experience in the IT field directly related to the required area of expertise.

At least (5) years of Blackboard system administration experience preferred

At least two (2) years experience working on Learning Management Systems.

At least three (3) years experience addressing and resolving helpdesk trouble tickets at the Tier 2 or Tier 3 level.

 

Duties / Responsibilities:

Provide hands-on configuration and support of RTTT technology software applications, provide operations and maintenance oversight, and to facilitate application troubleshooting, configuration, and end-user support.

Work with RTTT project managers and Division of Instruction directors to implement a strategy that efficiently supports production-facing enterprise applications.

Developing, deploying, and maintaining the Learning Management System (LMS) in line with operational and strategic goals and vision. 

Collaborate with personnel from Instruction, Curriculum, and IT as well as staff in other functional units.

Initial and ongoing configuration changes for Learning Management System Course Delivery, Content Management,  and Community Engagement for the Blackboard application

Coordinate the review of available upgrades/service packs to keep informed appropriate governance bodies that have final approval of updates to the platforms

Conduct role base assignment and management, keeping s strict account of all who have access to the application

Maintain inventory of Community Engagement and Content Management configurations, settings, etc.

Retrieve and disseminate information on new product functionality to appropriate groups for end user support and training

Create and manage sandbox courses/users

Test product updates and third party tools such as application building blocks

Monitor snapshot integration logs to identify and troubleshoot exceptions then escalate to appropriate source (Education Affiliates, Vendor, or Management)

Act as main point of contact with Vendor Managed Hosting / Support

Open and work through trouble tickets

Coordinate application changes and updates and communicate potential issues to appropriate teams

Coordinate all off-site on demand backups

Perform application configuration and enhancement changes as requested.

Work closely with application vendors and consultants to manage MSDE-Blackboard hosted application. Coordinate application upgrades and patches as necessary. 

Work with project teams on ensuring smooth deployment of new enhancements and releases.

Act as Tier 2 support for defect and issue definition and resolution.

Create business processes to manage and control change to applications.

Document and communicate changes due to new configurations, upgrades, patches, etc. to the RTTT project teams and application user community.

Train both support and non-support applications staff as necessary.

 

002nd position:

 

Job Title: Subject Matter Expert

Duration: 12+ Months

Location: Maryland

 

Description:

The Credentialing Branch is located within the Maryland State Department of Education (MSDE)/ Division of Early Childhood Development (DECD)/ Office of Child Care (OCC)

and is responsible for the Maryland Child Care Credential Program, Tiered Reimbursement, Training Vouchers/Reimbursement, Accreditation Support Awards, Child Care Career and Professional Development Fund, Accreditation Project, and Training Approvals.

The Credentialing Branch's goals are to ensure that:

Child care providers have access to quality training opportunities; and

Child care providers and facilities are recognized for achieving quality improvements.

The Maryland Child Care Credential is a voluntary program that recognizes child care providers who go beyond the requirements of State licensing and registration regulations.  There are six staff credential levels and four administrator credential levels, each one recognizing a child care provider's achievement of a specified number of training clock hours, experience and professional activities important for providing quality child care experiences.  Participating providers are required to complete training in six Core of Knowledge areas that support the development of the knowledge and skills needed to provide the best possible care for the children and families they serve.  The Maryland Child Care Credential Program is regulated under COMAR 13A.14.09.

The Credentialing Branch also approves trainers, who may be individuals or organizations and training proposals, in an attempt to increase the quality and availability of training to providers throughout the State.  Child Care Training Approval falls into three major categories, Pre-service training, core of knowledge training and continued training.  In addition, the Office approves coursework to be used toward meeting the requirements of the Maryland Child Care Credential and child care registration and licensing regulations.  Child care training approval requirements are regulated under COMAR 13A.14.08

There are approximately 10,000 child care center staff and 5,000 family child care providers participating in the Credential program.  Child care centers have an average of ten staff persons.  Family child care homes are generally operated by one individual. 

  

Duties / Responsibilities

Defines the problems and analyzes and develops plans and requirements in the subject matter area for moderately complex-to-complex systems. Coordinates and manages the preparation of analysis, evaluations, and recommendations for proper implementation of programs and systems specifications including, but not limited to: information technology, health care, education, public safety, social services, human resources, transportation, and environment.

Expertise in reviewing of applications and approval of credentialing bonuses and completing grant proposals.

Review credentialing files for accuracy of level determination.

Review for bonus payment.

Input information into Excels database.

Create Transmittal for payments.

Create payment labels.

Copy application.

Attach labels to copied application.

Input trainings into the Child Care Administrative Tracking System (CCATS).

Indentify program specifications and write grant request for proposal.

At least two (2) years working with automated systems

At least four (4) experience writing grant request for proposals.
