Position: Seibel Functional

Location: Austin, TX

Duration: 6 months.

SIEBEL/EPC BA

THIS POSITION SUPPORTS A CRITICAL BACKFILL FOR THE PSC BUSINESS ANALYST TEAM TO SUPPORT THE SIEBEL/EPC PROJECT PIPELINE AND/OR COI DRIVEN PRODUCT/ROADMAP PRIORITIES

• Present and lead core payment card integration & end user software demos/JADs and discussions with client or internal C-level executives, technical teams, end users and operations SME's to define gaps or new product functionality

• Perform Requirements Phase planning activities including but not limited to: core solution gap analysis, requirements phase estimation/timeline, impact analysis/complexity and prioritization of features and requirement delivery with stakeholder and architecture/development/qa teams

• Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding and distinguish user requests from the underlying true needs.

• Facilitate internal solution discussions and analysis with architects, developers and subject matter experts to establish a holistic functional and technical vision, and analyze tradeoffs between user needs/usability and performance/system capabilities constraints that also align with scope, schedule and cost parameters or impacts

• Excellent ability to write and manage BRD's, requirement specifications/use cases, user scenarios, screen flows/content requirements and Visio flows/activity diagrams in natural language according to standards

• Drive and manage requirement/system specification walkthroughs of functionality with development, QA, and clients via artifact inspections and issue resolution discussions and gain approvals from core team and clients to ensure concurrence and comprehension of the solution requirements, complexity and priorities

• Support UAT planning or triage/defect reviews as needed to ensure the end solution meets requirements and user needs as agreed to

• Work under direction of Business Analyst Manager for project strategy/skill alignment and assignment, and with Product/Project Managers for assigned projects

• Ability to understand client's needs and make recommendations and define requirement/solution approach that solves problems and benefits the client while also aligning with core products/technical capabilities and technology/market growth areas

Required Qualifications:

• Experience working on projects for client implementations or internal/back office functions related to electronic payment card transaction/processing and authorizations projects

• Specific experience related to electronic benefits/high volume transaction processing solutions such as SNAP/eWIC/eChildCare and/or banking applications/ACH and funds transfer is highly preferred

• Experience with RUP, Agile and full SDLC methodologies

• Proficient with UML, Activity, ER or other Diagrams and ability to perform Data Analysis with developers and architects

• Flexible and adaptable mindset and approach to problems, with experience working in an iterative/agile environment

• Ability to work under tight time schedules to deliver quality work, and has worked in a date-drive environment

• Experience leading and driving success of a team of up to 2 BAs, from initiation through analysis and approvals, manage and mitigate requirements risks

• Ability to meet tight timelines, work in fast paced environment and manage changing priorities

• Driven and self-motivated; learns new technology and domains quickly

• Strong Oral and Written communication skills and strong working knowledge of MS Office

• Good listening skills; Seeks to Understand and then be Understood

• Performs all other duties as assigned.

Highly Preferred Qualifications:

• Experience with Federal, State or Local Government contracts, RFPs/Proposals and/or SOW

• Treasury Financial Services Experience; work with FRB/FMS

• Knowledge of Visa, MasterCard, or ISO 8583 financial messaging standards

• Pre-Sales Engineer/Consulting or Product BA experience with enterprise software solutions

• Supporting Product Managers regarding Scope Analysis, Solution Discovery/Definition, Roadmap Prioritization & Impact Analysis for specified new features/functionality with technical and/or client teams as needed

• PMP Certified or Project Mgmt Experience

Education and Typical Years Experience:

• Bachelor's Degree in IT, Engineering or related field

• MBA/Advanced Degree a plus

• experience planning, managing, executing and accountable for all requirements related functions of projects from Inception through UAT with enterprise software solutions/services and/or B2B products as a Product Analyst, Business Systems Analyst/Engineer, Functional Designer/Analyst or Consultant
