Job Description:

1. SCOPE OF WORK

The awarded individuals will perform the tasks outlined below.

1.1 Overall project monitoring including EBT contractor deliverable review, EBT contractor proposal and contract enforcement, and overall agency coordination of Electronic Benefits Transfer (EBT), Electronic Payment Card (EPC), and Electronic Child Care (ECC) policies and procedures

1.2 Analytical support for the EBT Financial Interface Tracking System (FITS), including Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF) settlement and liability reconciliation, and any other programs added under the EBT Program

1.3 Analytical support for the State eligibility and benefit system (MAVERICS), including benefit interfaces to the EBT vendor system, automated EBT adjustment, benefit redemption and expungement processes, fraud detection profile development, United States Department of Agriculture (USDA) Food Nutrition Service (FNS) federal reporting, EBT vendor system reporting, status reporting

1.4 Support to the agency's Chief Information Officer, including welfare regulation research, and transmittal development/review

1.5 Managing multiple project teams that may be comprised of both state and contractor staff, including Project Managers, Project Leads, Business Analysts, Developers and various other program-related stakeholders

1.6 Developing Disaster Supplemental Nutrition Assistance Program (D-SNAP) waivers for submission and approval by the USDA FNS as needed, in response to disaster events when Individual Assistance (IA) has been approved

1.1 Individual proposed for the Senior Programmer Analyst position must have verifiable working experience in the following areas.

6.4.8	Experience with financial system including debit card systems, credit card risks management, deposit systems cash-flow analysis, and stored-value/debit card services	10 Years
6.4.9	Experience in automated welfare systems (e.g., TANF, SNAP, Child Support, Child Care, Child Welfare-Adoption Subsidy and Foster Care) development and/or maintenance projects	10 Years
