Job Description:
This is an Analyst/Programmer position for a highly motivated individual who is skilled in systems analysis and design, and implementation of complex systems in the automation of City functions as well as having full life cycle experience developing web-enabled MS-SQL database-driven applications. The employee may be assigned to a variety of tasks related to the creation, modification, or maintenance of systems, e.g. programming, user training, and/or to provide system support to users of various City-wide applications including all third party software packages supported by the Information Technology Department.
ESSENTIAL DUTIES
• Designs, modifies, develops, writes and implements software programming applications.
• Facilitates entire development lifecycle including analysis, design, testing and implementation.
• Participates in fact finding interviews (Joint Action Development-JAD) to gather information; applies current
state-of-the-art technology to effect solution of problems; arrives at design objectives and requirements
• Translates system requirements into record layouts and/or process flow diagrams, and prepares specifications
for new information systems and/or improvements.
• Organizes, performs and/or directs feasibility studies, systems analysis, system design, evaluation of
operational systems, cost/benefit analysis, schedules resources and costs; makes formal written and/or verbal
presentations of findings, recommendations and specifications.
• Participates in the testing process through test review and analysis, test witnessing and certification of software
• Develops application programs using multi-tiered environment.
• Writes system and security related programs.
• Reviews system resources, performance and does maintenance.
• Debugs Infrastructure Applications\Software problems.
• Reviews security for problems.
• Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and installation
to support an organization's application systems.
• Consults with users to identify current operating procedures and to clarify program objectives.
• May be expected to write documentation to describe program development, logic, coding, and corrections.
• Writes manual for users to describe installation and operating procedures.
• Performs related work as required.
• Develops and implements database tables including normalization.
• Developing front-end web interfaces using Microsoft Technologies.
• Develops queries and stored procedures.
• Provides full life cycle development including data gathering, defining objectives, preparing time estimates, identification of problems and defining their solutions, translating system requirements into scope of work (SOW), presenting recommendations and specifications in written and/or verbal presentations.
• Provides system documentation and maintains system enhancements and/or modifications through change management protocol.
• Provides training to end-users.
• Analyze system or application usage and plan for growth or increases in network capacity.
• Manage and/or provide guidance to junior members of the team.
• Comprehensive knowledge and practical experience with software development, methodologies and
techniques, including programming languages and software packages.
• Considerable knowledge of SQL Server and database design, query and administration.
• Considerable knowledge of application development in a three tier environment
• Considerable knowledge of application development using tools such as Visual Basic, VBScript, ASP, VB.NET,
C#, MS-SQL, ADO, XML, HTML, JavaScript, SQL Server Reporting Services, Crystal Reports and Visual
Studio 2008
• Knowledge of applicable data privacy practices and laws.
• Strong interpersonal and oral communication skills.
• Proven analytical and problem-solving skills.
• Ability to comprehend, analyze, and interpret functional organizational and procedural problems, and to make alterations in existing systems.
• Ability to read, write, and interpret technical documentation and procedure manuals.
• Ability to develop flow charts and diagrams, devise work flow sequences, and prepare complex cost analysis and reports.
• Ability to conduct research into software issues and products as required.
• Ability to communicate effectively, both verbally and in writing.
• Ability to present ideas and solutions in user-friendly language.
• Ability to effectively prioritize and execute tasks in a high-pressure environment.
• Ability to establish and maintain effective working relationships with departmental and other City employees.
• Ability to plan, organize and direct the work of subordinates in a manner conducive to full performance and high morale.
At least five (5) years equivalent work experience as a programmer/systems
analyst.
Additional related experience and/or current technical certifications are a plus.
• Full systems development life cycle experience developing applications in a three tier environment (Client, Application, Database).
• Experience developing web-enabled applications – VB.Net, ASP.Net, SQL Reporting Services, Windows Web Services.
• Experience with data management.
• Highly self motivated and directed.
• Strong customer service orientation.
• Experience working in a team-oriented, collaborative environment.
