Department of Early Education and Care - Executive Office of Education

 

Location: Boston, MA

Duration: 5 months with 1 year extension

 

Summary:

EEC is currently seeking a Senior Business Analyst who will work with the Unified System Project team to support the development and implementation of software components associated with EEC's Unified System Project.  The Analyst will have the opportunity to be involved in various aspects of the software development life cycle including requirements confirmation, design, testing, deployment, implementation support, and more.  This is a contract position within a group of Information Technology (IT) professionals supporting EEC internal and external clients.  The candidate must be able work at the highest level of most phases of information systems analysis while considering the business implications of the application of technology to the current and future environment.

 

1.       Description of Project:

 

The purpose of this project is to assist the Department of Early Education and Care with the implementation of its Unified System project including, but not limited to, components related to the Financial Assistance piece.  The Unified System Project's main purpose is to develop or otherwise implement a browser-based application to streamline statewide early education and care business processes, improve child data, and manage over $500M in annual financial assistance.

 

Major components of this role include the following:

 

  • Elicit requirements using interviews, document analysis, and requirements meetings.
  • Confirm and document requirements for the Unified System components and related projects.
  • Analyze IT applications to identify and document complex business and technical requirements to solve customer business needs in a cost effective manner.
  • Responsible for reporting status of business analysis deliverables and issues to Project Manager.
  • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
  • Serves as the conduit between the customer community (internal and external customers) and the software development team through which requirements flow.
  • Develop requirements specifications according to standard templates, using natural language.
  • Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
  • Be the liaison between the business units, technology teams and support teams.
  • Have in depth knowledge of the Software Development Life Cycle
  • (SDLC) and a thorough understanding of various phases including requirements, analysis, design, development and testing.
  • Experience in developing use cases, use case diagrams, work flow diagrams, data flow diagrams, flowcharts, screen mockups and report prototypes.
  • Experience in conducting Joint Application Development (JAD) sessions with Business Users, Subject Matter Expert, Development and Quality Assurance teams.
  • Involved in GUI and Functionality Testing of Client Server and Web based applications.
  • Creating end user support materials, including online help, frequently asked questions, training materials, and more.
  • Expertise in creation of User Acceptance Testing (UAT) cases covering different business, functional and non-functional test scenarios and creation of expected test results and UAT execution including defect tracking and resolution.
  • Simulating or recreating user problems to resolve reported application issues.

 

2.       Skills Required:

  • Proficient in all phases of a test life cycle from test planning, test case creation, to defect tracking and managing the defect life cycle.
  • Possess and practice a consistent attention to detail.
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
  • Possess strong analytical skills.
  • Excellent problem solving skills with the ability to identify where problems are occurring and the drive to seek out more information to solve the problem.
  • Ability to work in a team environment with technical and business leadership.
  • Overall high degree of professionalism.

 

3. Preferred Skills

    Working knowledge of Relational databases and Structured Query Language (SQL)

    Certified Business Analysis Professional (CBAP) certification

 

4. Academic and Experience Requirements:

    Candidates must have a Bachelor's degree in Computer Information Systems or related field; and

    Eight+ years experience in a Senior Business Analyst role as a member of an IT organization on technology projects; and

    Experience interacting with and providing support to the business user community

 

5.  Other Requirements

    Anticipated length of engagement:  5 months with a 1 year extension

    Total number of positions sought One.

    A CORI check prior to employment starts.
