| Description | This position will be responsible for establishing and managing the various components of SHARE, the proposed state-wide health information exchange, including technical vendor relations.
The Systems Specialist is responsible for overseeing the development of computer systems, application software and related projects. This position is governed by state and federal laws and agency/institution policy.
-Will be responsible for establishing and managing the various components of SHARE, the proposed state-wide health information exchange, including technical vendor relations
-Will lead the technical requirements development and implementation of for SHARE.
-Will serve as the coordinator/ manager of contractors or staff responsible for systems design/architecture, data security, data processing, data quality protocol and technical assistance
-Will suggest areas for improvement in internal processes along with possible solutions
-Leads internal teams/task forces
-Reviews the status reports of team members and addresses issues as appropriate
-Complies with and helps to enforce standard policies and procedures
-Manages vendor interaction and expectations regarding development efforts and communicates effectively with vendors to identify needs and evaluate alternative technical solutions.
-Creates and executes development plans and revises as appropriate to meet changing needs and requirements.
-Keeps project manager well informed of status of development effort and serves as liaison between development staff and project manager.
-Ensures technical teams are contributing to our code library.
-Owns the development lifecycle and is responsible for managing technical risks throughout the project.
-Communicates and enforces coding standards
-Performs code reviews and mentors junior developers.
-Manages technical resources within budget and project schedule.
-Consistently delivers high-quality services to our clients.
-Provides technical direction for the development, design, and systems integration for client engagement from definition phase through implementation.
Assesses or leads project team in assessment of computer user requests and needs/ feasibility studies, and cost analysis for the development, maintenance, and implementation of computer systems and applications software. Meets with users and/or administrators to develop goals and objectives and recommends project priorities. Monitors target objectives, schedules, and committed costs to ensure project compliance. Provides guidance and technical assistance to project staff, such as system analysts and application programmers. Compiles periodic status reports of progress and problems with recommendation of solutions. Oversees the installation, implementation, and maintenance of purchased hardware and software. Assists management in developing policies, procedures, budget information, and specifications for software, hardware, equipment, and supplies. Coordinates data processing work with other departments as necessary. Performs other duties as assigned.
